[目的]对英国城乡规划体系及农村规划管理的发展历程、基本经验和主要特点进行归纳总结,分析其对我国当前加强农业与农村规划管理、推进城乡统筹发展、促进新型城镇化建设的启示和借鉴意义。[方法]基于赴英国进行城乡规划体系及农村规划管理与保护方面的实地考察、培训以及相关文献的综述分析。[结果]英国城乡规划体系建立缘于其解决城镇化发展过程所产生的"大城市病"问题,其发展经历了多次修改和调整,目前形成了"区域空间战略"和"地方发展框架"两级规划结构;英国的城乡规划体系十分注重对农村地区和小城镇的规划管理和保护,形成了一系列重要规则和制度。[结论]英国在城镇化发展过程中,完整地保存了传统乡村的历史建筑、风土文化和景观环境,值得充分学习和借鉴。当前,在统筹城乡发展和推进新型城镇化建设过程中,应充分发挥规划的引导作用和社会公众的参与作用,高度重视对农业与农村的保护和规划管理,同时要注重基于中国国情的再创新。 相似文献

This article aims to identify the determinants that influence business tourism income and that may be controlled by economic agents and policy makers of destination countries. For the development of the empirical study, a dynamic panel model by the Generalized Method of Moments (GMM) was estimated using the Gretl 2016a software, and a sample of 122 countries for the period 2002–2013 (12 years) was used. The study reveals that, for the development of policies to stimulate the growth in the short and long-term of business tourism income, countries should develop measures that encourage capital investment in tourism and foreign direct investment. 相似文献

Extant scholarship treats national policies concerning labour rights as a function of economic factors and yet neglects influences of policies among economically competing states. Relying on the policy interdependence theory, this study argues that labour rights policy in a state is dependent on its economic competitors’ labour policy decisions. It specifically maintains that the intensifying competition for foreign direct investment and exports as well as against imports channels negative externalities of deteriorating labour protection in competing states which drives expansive downward policy mimicking and leads to a global decline in labour rights – a race to the bottom. Utilising spatial econometric technique to analyse a new data on labour rights for the period 1994–2009, it finds that labour rights practices are interdependent among economic competitors and experience global deteriorations; whereas labour rights laws remain largely independent due to high policy and reputational costs of lowering them and show more fluctuations. 相似文献

This paper studies the determinants of technological catch‐up considering spatial and sectoral aggregation of industries. We investigate how geographical and technological proximity to the technology leader impact regional employment growth. We model technological progress by means of a hierarchical process of catch‐up to the technology leader. We also incorporate measures for knowledge spillover effects to test the roles of competition, specialisation, and diversity at the industry level. Empirical results using data at the county level for different economic sectors (2‐dig NAICS) for the United States indicate that human capital plays a crucial role in promoting sectoral employment growth. The association between technological/geographical distance to the technology leader and employment growth varies across sectors. 相似文献

Haze pollution has become a new threat to China's sustainable development, but it may be that local government behaviour can play an important role in the prevention and control of pollutants. A dynamic spatial autoregressive (SAR) model is used to study the relationship between local government competition and haze pollution. To further explore the indirect impact of factor market distortion on haze pollution and control potential endogeneity problems, a newly developed intermediary effect model that incorporates the characteristics of the generalized method of moments (GMM) is utilized to explore how factor market distortion indirectly affects haze pollution. The research results show that regional haze pollution in China is characterized by significant spatial correlation, and local government competition has a positive impact on haze pollution; that is, local government competition exacerbates haze pollution. In general, local government competition not only directly leads to an increase in haze pollution but also further intensifies it by distorting the local factor market, and the intermediary role of factor market distortion is approximately 7.04%. The results of the regional inspection found that competition among local governments in the eastern region did not lead to haze pollution, and distortion of the factor market did not exist as an intermediary effect. However, both direct and intermediary effects are significant in the central and western regions. Therefore, an official performance appraisal system that includes ecological constraints should be established to guide the benign transformation of local government competition, and an environmental management mechanism must be developed for joint prevention and control to reduce haze pollution. [目的]文章在供给侧改革视角下对水稻供需的结构性矛盾等方面进行梳理,分析基于供给侧改革战略的关键环节、实施路径和未来发展趋势,以期为制定我国水稻供给侧改革战略提供参考。[方法]采用文献分析法和调查研究法,从我国水稻生产供求结构、价格"天花板"和成本"地板"双重挤压、水稻生产的资源环境、市场调节等方面分析了我国水稻产业供给侧的现状和存在的问题;通过日本、泰国、中国五常大米政策特点和经验教训的启示,提出了我国水稻产业供给侧结构性改革的策略。[结果]在分析我国水稻产业供给侧现状的基础上,总结得出水稻产业供给侧改革措施:优化水稻产业空间和功能布局,以项目带动水稻产业结构调整,提高和优化稻米品种品质结构、审定标准向抗性优质专用水稻品种倾斜,因地制宜调减水稻生产面积,调整国家收储稻米标准,延长水稻全产业链等。[结论]加速我国水稻产业供给侧改革,能促进稻米产业结构快速升级,有效破解稻米产业的结构性矛盾,增强我国稻米产业可持续发展能力和国际竞争力。 相似文献

This study introduces an optimal capacity and operation design of a robot logistics system that can reduce human workload in the hotel industry. In hotels, there are several duties that can be replaced by robots such as accompanying guests to the certain areas, delivering specific items to the guest rooms, and transporting some items that guests want to be removed from the guest rooms. To apply the robot logistics system in the hotel industry, the capacity and operation design should be prepared adequately. For that, a mathematical model-based optimization technique is used to decide the number of robots with the concept of minimizing total investment cost and to derive the optimal job assigning with the purpose of maximizing total covered jobs. In addition, a numerical example is performed to validate the proposed mathematical model and the sensitivity tests are examined to reflect the random features. 相似文献

We investigated how people's recreational activities, values, and land use preferences are related to the protection level, biodiversity and cultural heritage values of nature-based tourism areas in northern Finland. We assessed peoples' opinions using a public participation geographic information system (PPGIS) and analyzed the data together with spatial biodiversity and cultural heritage data from the same area. Associations between the PPGIS place markings with the protection level and biodiversity values were quite low, and for the cultural heritage sites they were altogether missing. Negative preferences were often marked in areas with high numbers of sites rated as pleasant and they overlapped with each other, indicating conflicting preferences. Since most activities are not noticeably related to the protection level or biodiversity values of a site they can be planned so as to protect the biodiversity of the area. 相似文献
